You should now have this stylish chrome text effect:

Now to addSparclearcle effect, take your pencil tool with these options:

Draw a line like bellow:

Go to your toolbar, Filter > Blur > Motion Blur...

Choose:
 
  Angle: 0
  Distance: 25 pixels

Now we are going to duplicate the layer and rotate tdegreesereese (Edit > Transform > RotatDegreesereese).

You should now hasparclearcle effect, to rotate it round to fit your text hold ControleCT.Youle T.
