Duplicate the layer by clicking on the arow icon and go down and click Duplicate Layer...

Now take your top layer and go to Blending Options, choose these settings for Gradient Overlay:

Choose these settings for Stroke.

You should now have this:

Take the second layer

You should now have this:

Group the top layer into a New Smart Object by right clicking on the layer and clicking Group into New Smart Object.

Right click on the layer again and go down to Rasterize Layer.

Now go to Blending Options > Stroke. Set these options:

You will now have this 3D text effect:

Now we are going to take a brush with a black fill and these options:

Click once at the bottom of each letter moving up to 5 pixels then 6 pixels brush to get this effect:

Above your background create a new layer (Ctrl N) and create a colour background.

Go to your toolbar Filter > Render > Lighting Effect, choose these options and click OK.

Now take your text and Rasterize the Layer and set the Opacity of 25%.

Now go Edit > Transform > Distort.

You can now move your text layer in the direction of its shadow.

Now go to your Blending Options > Colour Overlay. Choose a black Colour overlay and Click OK.

You should now have this:
