To create a table you will need to put a editable region in your website template, you can do this in your common options:

Name your editable region content.

You should now have this:

Go File > Save as Template...

Name your template.

Wehn its saved, your document will change to a .dwt file (dreamweaver template file)

To use your template go to File > New > Template > Find your template.

When you open your template it will look like this:

You can only put content in your editable region (content).
