In this tutorial you’ll make that cool, old fashioned look, the ‘retro background effect’
  This effect is great for many uses. Web banners, business cards, fliers, the list goes on.
 

First of all create a new document sized what you want it to be. I used 500×500 with 300 Resolution/DPI, just in case 

With the Gradient Tool create a Radial gradient from the middle left to the top. I used #b5d0e1 and #50738a.

Next what you need to do is get the Rectangular Marquee Tool and set these options:

  Now create a new layer and make the first selection 20 pixels from the edge:

  Fill the selection with white, move the selection 40 pixels to the right (Shift+Right Arrow Key 4 times) and fill the selection again, continue repeating this.
You should now be left with something like so:

With the ‘lines’ layer selected, in your filters menu apply Distort > Polar Coordinates, (Filter > Distort > Polar Coordinates.)

  Use these options:

  The result should be like this:

  Now apply Filter > Blur > Gaussian Blur with a radius of 2.0.

With your lines blurred, change the layer mode to Soft Light and lower the layer opacity to 60%.

  Duplicate the ‘lines’ layer (CTRL+J) and invert the layer colors (CTRL+I)

  Go to Edit > Transform > Rotate 180? to rotate the duplicated lines.

  Now change the layer mode for the ‘black lines’ layer to Overlay and lower the opacity to 15%.

  Now you can use this effect for literally hundreds of things!
