Retro Background Effect
In this tutorial you’ll make that cool, old fashioned look, the ‘retro background effect’ First of all create a new document sized what you want it to be. I used 500×500 with 300 Resolution/DPI, just in case With the Gradient Tool create a Radial gradient from the middle left to the top. I used #b5d0e1 and #50738a.
Next what you need to do is get the Rectangular Marquee Tool
With the ‘lines’ layer selected, in your filters menu apply Distort > Polar Coordinates, (Filter > Distort > Polar Coordinates.) Use these options:
With your lines blurred, change the layer mode to Soft Light and lower the layer opacity to 60%.
